中巴经济走廊是“一带一路”6大经济走廊之一,而贸易畅通是“一带一路”建设的核心环节。研究中巴贸易关系演变及其影响因素、分析其贸易潜力,对推进“一带一路”建设具有重要的示范作用。论文从中巴贸易发展态势、商品结构、空间格局等方面揭示中巴贸易关系,运用随机前沿引力模型分析中巴贸易关系的主要影响因素、并探析其发展潜力,以期为推进中巴经济走廊建设提供科学支撑。研究发现:① 中巴贸易发展迅速,中对巴贸易顺差持续扩大;中国主要出口机械及电气设备等资本密集型产品,主要进口纺织原料及纺织制品等初级产品和劳动密集型产品。② 中国各省份与巴基斯坦的贸易合作存在明显的空间差异,东部沿海省份与巴贸易联系较紧密,西部各省份除新疆外与巴基斯坦贸易额均较小。③ 中国多数省份对巴贸易商品结构发生显著变动,其中,新疆、山东等进出口商品结构多元的省份的变动相对较小。④ 中国各省份的经济发展水平和市场规模对中巴贸易拉动较强;海运距离对中巴贸易规模有显著的负向影响;领土接壤为中巴组织边境贸易提供了良好条件;铁路和水运口岸的建设对中巴贸易具有积极影响。⑤ 中国各省份与巴基斯坦均有较大贸易潜力,内蒙古、云南、广西、陕西等省份的合作潜力更明显。  相似文献

本文阐述了东亚海区海岸带综合管理实践如何从地方性的示范发展到区域性的合作管理框架,如何实现海洋和海岸带资源的可持续利用.文中着重突出了厦门市政府在维持环境保护和经济发展的平衡,启动和实施海岸带综合管理,以及与沿海国在国际合作方面的经验,总结了厦门实施海岸带综合管理的主要经验,包括多部门间综合协调机制、海岸带综合管理法律框架、科技支撑体系的建立,海洋功能区划、环境剖面和战略环境管理计划的制定,以及实现海上联合执法等等.同时阐述了东亚海域环境管理区域合作计划(PEMSEA)与澳大利亚合作伙伴之间的关系在推动沿海城市的国际合作中将起到的作用.  相似文献

“泛珠三角”区域合作是目前国内地域最广、结构最复杂、差距最大的区域合作尝试,极具合作的潜力和条件。文章把腹地的概念在跨省(区)的区域合作中加以延伸,即以粤港澳为“泛珠三角”合作这个大区域的中心地区,邻近的8省(区)则是“泛珠三角”的腹地。目前,区域合作带来了中心地区和腹地必须共同发展的契机,其中“泛珠三角”腹地的发展更具重要性和紧迫性。中心地区可以更多的利用腹地的优势资源以保持经济的高速增长,而腹地省(区)更要充分利用中心地区的成熟市场、区位优势、产业转型以及外向联系使自身经济迅速发展,缩小区域中的地区发展差距,与中心地区的后续发展保持协调,为实现区域的普遍富裕奠定坚实的基础。  相似文献

Studies on transboundary water conflict and cooperation generally consider interstate relations over shared water resources as distinct from intrastate relations. While connections have been made between international water relations and regional relationships in general, it is conceivable that international water conflict and cooperation may also be influenced by domestic water events and vice versa. This paper seeks to investigate the dynamics of water interactions across geographic scale and their relationship to broader international affairs. The research approach involves the creation of an analytical framework for assessing possible linkages between external and internal interactions over freshwater resources. The framework is applied to three case studies – the Middle East, South Asia and Southern Africa – utilizing 'event data'. To validate the findings from the quantitative analyses, the results are compared with conventional qualitative understandings of water and overall relations in the three regions. The comparison demonstrates not only the efficacy of the analytical framework in general, but also highlights, at least in terms of the specific case studies selected, the disparate water dynamics across geographic regions and the importance of considering water events, both national and international, within larger political and historical contexts.  相似文献

Archaeological sites are valuable nonrenewable resources and they are being destroyed rapidly by modern development projects of all kinds, worldwide. The contextual information in these sites could tell surprising and valuable stories of human behavior over an enormous sweep of time and might contribute to a better future. The Belt and Road initiative has a significant focus on infrastructure, trade, and economic development across a vast region, and it also provides significant opportunities for sustainable development. The combined pressure of climate variability, intensified use of resources, and the fragility of ecosystems make it very challenging, however, to achieve future sustainability. To develop the path in a sustainable way, it is important to have a comprehensive understanding of these issues across nations and evaluate them in a scientific and well-informed approach. In this context, the Digital Belt and Road (DBAR) program was initiated as an international venture to share expertise, knowledge, technologies, and data to demonstrate the role of Earth observation science and technology and big Earth data applications to support large-scale development. In this paper, we identify pressing challenges, present the research priorities and foci of the DBAR program, and propose solutions where big Earth data can make significant contributions. This paper calls for further joint actions and collaboration to build a digital silk road in support of sustainable development at national, regional and global levels.  相似文献

ABSTRACT

Since the 1990s, climate change impact discourse has highlighted potential for large scale violent conflicts. However, the role of climate stresses on local conflicts over natural resources, the role of policies and adaptation in these conflicts, and opportunities to enhance cooperation have been neglected. These gaps are addressed in this paper using evidence from participatory action research on 79 cases of local collective action over natural resources that experience conflicts in Bangladesh and Nepal. Climate trends and stresses contributed to just under half of these conflict cases. Nine factors that enable greater cooperation and transformation of conflict are identified. Participatory dialogue and negotiation processes, while not sufficient, changed understanding, attitudes and positions of actors. Many of the communities innovated physical measures to overcome natural resource constraints, underlying conflict, and/or institutional reforms. These changes were informed by improving understanding of resource limitations and indigenous knowledge. Learning networks among community organizations encouraged collective action by sharing successes and creating peer pressure. Incentives for cooperation were important. For example, when community organizations formally permitted excluded traditional resource users to access resources, those actors complied with rules and paid towards management costs. However, elites were able to use policy gaps to capture resources with changed characteristics due to climate change. In most of the cases where conflict persisted, power, policy and institutional barriers prevented community-based organizations from taking up potential adaptations and innovations. Policy frameworks recognizing collective action and supporting flexible innovation in governance and adaptation would enable wider transformation of natural resource conflicts into cooperation.

Key policy insights
  • Climate stresses, policy gaps and interventions can all worsen local natural resource conflicts.

  • Sectoral knowledge and technical approaches to adaptation are open to elite capture and can foster conflicts.

  • Many local natural resource conflicts can be resolved but this requires an enabling environment for participatory dialogue, external facilitation, flexible responses to context, and recognition of disadvantaged stakeholder interests.

  • Transforming conflict to greater cooperation mostly involves social and institutional changes, so adaptation policies should focus less on physical works and more on enabling factors such as negotiation, local institutions, knowledge, and incentives.
